In a large mixing bowl, combine the chopped red onion, green chilli, carrot, coriander, salt, black pepper, paprika, and minced ginger. Stir well to coat the vegetables in the seasoning. Add the shrimp, followed by the cornstarch and eggs, and mix until everything comes together into a thick, cohesive batter.
In a non-stick pan, heat 1 tablespoon of extra virgin olive oil over medium heat. Add spoonfuls of the shrimp mixture to the pan and gently press each one to flatten. Cook for 2–3 minutes per side, or until golden and fully cooked. Transfer the pancakes to a plate lined with paper towels to absorb any excess oil.
In a small bowl, whisk together the white vinegar, soy sauce, and sweet chili flakes to make the dipping sauce.
Serve the shrimp pancakes hot with the sauce on the side.
